MEET YOUR SPEAKERS

C.T. Wilson was born and raised in the Midwest. Throughout his early childhood, he was moved in and out of foster homes and orphanages. In his early adolescence, he was placed in a permanent home. Despite a difficult childhood, he learned that obstacles meant to limit him could be turned into opportunities. Outside of the office, he describes the best part of his life as his family and his 3 daughters.

At the age of 18, to escape poverty, he joined the United States military as an enlisted combat soldier. It was the military that taught him the true value of justice, discipline and hard work.  He served in the Persian Gulf and Bosnia Herzegovina in both the combat and medical units. After 7 years, he was honorably discharged.

Wilson was accepted into Upper Iowa University where he graduated with a 4.0 grade point average and with cum laude distinction, obtaining his Bachelor’s degree in Psychology. Subsequently, he went on to continue his education at Howard University School of Law, where he earned his Juris Doctor and was admitted to the Maryland Bar in 2003.

Soon after obtaining his admittance to the Maryland Bar, Wilson began working as an Assistant State’s Attorney for Prince George’s County. Shortly thereafter, he became the Chief Prosecutor in his district. He worked as prosecutor for Prince George’s County for approximately 7 years. After Wilson left the State’s Attorney’s Office, he began work as a solo practitioner with a focus in criminal defense. He opened his law firm the Law Offices of C.T. Wilson, LLC in April of 2012.       

In 2010, Wilson was elected to represent the 28th District in the House of Delegates at the Maryland General Assembly. During his first term, which officially began in 2011, he served on the Environmental Matters Committee and as a member of the Black, Democratic, and Veterans Caucuses. Delegate Wilson brought has brought forth several pieces of legislation that have become law including legislation that provided a 5 year extension to the age eligibility for an exemption from tuition for foster care recipients.

At present, he is serving his second term as State Delegate and continues to advocate for issues that he is passionate about including child abuse, foster youth, and veterans. During Session 2015, his bill to make March 30th Welcome Home Vietnam Veterans Day a holiday was the first piece of legislation signed into law by Governor Hogan. In addition, during this session he was assigned to the Economic Matters Committee and went on to become the House Chair of the Veterans Caucus. Wilson was also assigned to the Banking, Economic Development, Science and Technology, Business Regulation, and Consumer Protection and Commercial Law Subcommittees of the Economic Matters Committee and the Joint Committee on Cyber security, Information Technology and Biotechnology.

 In the Session that followed, Wilson held the first Annual Welcome Home Vietnam Veterans Day Reception in the House Office Building which hosted Vietnam Veterans and the Maryland Secretary for Veterans Affairs. In Session 2017, Wilson was appointed as the Chair of the Business Regulations Subcommittee and also sponsored two new events, the first event is the 1st Annual Veterans Legislative Day in Annapolis which allowed Maryland veterans to come down to the House Office Building where they could learn about legislation brought forth concerning them and meet legislators to discuss their concerns.  The Second Event is Foster Youth Day in Annapolis 2017 and this event gave foster youth from all over Maryland to meet with their representatives and shadow them for a period of time throughout a regular legislative day.

Over the 7 years during his tenure at the House of Delegates, Wilson has introduced a total of 62 and supported 435 pieces of legislation.  During Session 2017, Wilson re-introduced a few pieces of legislation which he has been advocating to get through the Assembly for the past couple of years including HB 642 – Civil Actions – Child Sexual Abuse – Statute of Limitations and Required Findings, HB 1389 - Income Tax - Subtraction Modification - Military Retirement Income - Individuals at Least 65 Years Old, and HB 1422 - Income Tax Check off - Maryland Veterans Trust Fund. In addition, he introduced other bills such as HB 1258 – Criminal Law – Assault in the Second Degree – Educators and HB 1401 – Vehicle Laws – Special Registration Plate – United States Armed Forces.

Of the 11 pieces of legislation brought forth during Session 2017, there is one that stood out from the rest. For this particular session it was call House Bill 642 – Civil Actions – Child Sexual Abuse – Statute of Limitations and Required Findings, however, this is not the first bill number that has been attached to a statute of limitations bill that Wilson has fought for. For the past 3 years, C.T. Wilson has been fighting to extend the statute of limitations in civil action cases for victims of child sexual abuse. Each time that Wilson would bring forth this legislation and despite his impassioned testimony as to the effects that child sexual abuse can inflict, his attempts were blocked by the chairman of the House Judiciary Committee at the request of the Catholic Church.

 In light of Wilson’s personal connection to the issue and his own story that he bravely chose to share during his testimony to persuade his fellow legislators the simple request of granting the victims of this heinous acts more time, he garnered the attention not only from the news media but also from other victims who thanked him for his work and plead him to keep fighting on their behalf. Every year since the year Wilson introduced legislation to extend the statute of limitations, there have been local news stories covering his fight against the Judiciary Committee and the Catholic Church, and 2017 was no exception. Wilson was asked to participate in a documentary series that is now on Netflix known as The Keepers for his efforts to change the law surrounding child sexual abuse at the state level. This series discusses the unsolved murder of a nun named Sister Cathy Cesnik and the suspicion of the concealment of sexual abuse perpetrated by a priest at the school where this nun was a teacher. For his own part, Wilson divulged his struggle to get this legislation passed and the obstacles therein posed by the Catholic Church. His latest attempt to create the opportunity for some justice for victims of child sexual abuse, however, took a surprising turn and Wilson was able to work with the Catholic Church to amend the bill and get it passed through the legislature to go on to be signed into law by the governor becoming Chapter 12.

Lt. Wynn is a national trainer to police executives, patrol officers, training officers, prosecutors, judges, legislators, social service providers, healthcare professionals and victim advocates in all fifty states for over thirty years. He is also an international lecturer at police academies in Australia, Canada, Germany, England, Northern Ireland, Russia, the Republic of Mauritius, the Republic of Georgia, the Federated States of Micronesia, China, the Islands of the Bahamas, Brazil, Turkey, Cyprus and Singapore. 

He is a survivor, enabling him to teach both effectively and passionately. In short, Mark is devoted to ending domestic/sexual, elder and child abuse as a police officer, detective, educator, program supervisor and now consultant and advisor.

Dr. Turner received his PhD in Clinical Psychology with a focus in Forensic Psychology from Sam Houston State University.  He has published numerous research articles and book chapters on risk assessment of sex offenders, risk assessment tools, child sex offender and victim behaviors, risk assessment of child pornography offenders, and juror perceptions and decision making in sex offense cases.  He worked for a period at the United States Penitentiary at Pollock, Louisiana, in the Federal Bureau of Prisons as a staff psychologist.  Currently, Dr. Turner is in private practice.  He works throughout the nation as an expert witness for attorneys in various state and Federal Courts and as a consultant with local, state, and federal law enforcement agencies on the topics of victim behavior in child sex offenses (e.g., reasons for delays in disclosure, reasons why victims may appear “attached” to their offenders) as well as offender characteristics such as grooming of child victims, self-grooming, grooming of the environment, assessment, and detection. 

 

He has been an invited presenter at conferences and trainings across the United States and internationally and has served as a consultant to the media.  Agencies with which he has consulted include the FBI, NCIS, United States Marine Corps, and Department of Homeland Security.  Prior to graduate school, Dr. Turner worked in an undercover capacity during sex offense and narcotics investigations with local law enforcement in Louisiana. 

 

In addition to sex offender risk assessments, Dr. Turner has worked in conjunction with Internet Crimes Against Children (ICAC) to assess investigators and attorneys who work daily in the field of child pornography and child molestation offenses to assess for burnout and secondary trauma.  He also conducts various other court-related evaluations such as Competency to Stand Trial, Competency to Proceed to Trial, Sanity at the Time of the Offense, Violence Risk Assessments, and evaluations to determine mitigating mental health factors in offenders. 


Dr. Turner also teaches graduate and undergraduate level classes as an adjunct professor in two University Psychology Departments about Ethical Principles in Forensic Evaluations, General Ethical Principles in Psychology, Psychological/Criminal Profiling, and Statistical Methods in Psychological Research.

Ali Alstott holds a bachelor's degree in Early Childhood Education Curriculum & Instruction from Southern Illinois University Carbondale and a master's degree in Social Work from The University of Chicago. She has worked in several capacities at Chicago CAC for the last ten years where she has coordinated over 1,200 cases of alleged child physical abuse in Chicago children under three and has conducted over 2,000 forensic interviews. She is currently a supervisor of the forensic interviewing team and provides forensic interviewing related trainings to law enforcement, state's attorney's, child welfare specialists and CAC staff at local, regional and national levels.

Cynthia L. King is licensed in the State of Pennsylvania as a Licensed Clinical Social Worker (LCSW) and in Ohio as a Licensed Independent Social Worker - Supervisor (LISW-S). She holds a master of science degree in Social Administration from Case Western Reserve University. She has over 24 years of experience specializing in the assessment and treatment of juvenile and adult sex offenders, sexually reactive youth and victims of sexual abuse and their families. She brings to her training a vast experience as a former caseworker, founder of two multidisciplinary teams and as former executive director of the Jefferson County Children Services Board located in Steubenville, Ohio. She also successfully wrote grants and was an integral component, for developing two child advocacy centers located in the State of Ohio. For over 20 years, Mrs. King has provided consultation to mental health professionals and agencies on providing therapeutic services to victims of sexual abuse, their family members and the offending individual. She also developed a residential treatment program for sexually acting-out adjudicated youths. Mrs. King has written over 14 curriculum's, in four states, which she has trained on a national level. These curriculum's have included an overview of child sexual abuse, five day training on the supervision of sexual abuse cases, working with non-offending parents, the assessment and treatment of both juvenile and adult sex offenders and the psychological maltreatment of children. Mrs. King co-wrote and co-piloted a six month forensic interviewing program for caseworkers which included a training and field observation component. She also provides consultation to child advocacy centers and child welfare agencies regarding their forensic interviews. In 1996, Ms. King was selected as the Trainer of the Year by the State of Pennsylvania's Child Welfare Competency Based Training Program and the Northeast Ohio Regional Training Center.

 

Mrs. King is currently on the Governor's Sex Offender Assessment Board in Pennsylvania where she conducts parole assessments for adult male and females who have committed sexual offenses against children. She also conducts numerous sex offender assessments for the Federal Bureau of Prisons. Mrs. King's recent endeavors include proving sex offender assessments and individual treatment for males who have been convicted of child pornography crimes. Mrs. King is also on the Attorney General's list of expert witnesses in reference to child sexual abuse cases within the State of Ohio. She typically testifies to the disclosure process of children and the forensic interview conducted by law enforcement officers or caseworkers. Mrs. King is a member of the Association for the Treatment of Sexual Abusers (ATSA) and the American Professional Society on the Abuse of Children (APSAC) and the National Association of Social Workers.

 

Mrs. King is known for her high-energy presentations that include a sense of humor and commitment to improving the lives of children and their families.

Dr. Kathi Makoroff is Associate Professor of Pediatrics at the University of Cincinnati College of Medicine and has been a full time child abuse faculty member at the Mayerson Center for Safe and Healthy Children at Cincinnati Children's Hospital Medical Center (CCHMC) since 1997; she is currently the Medical Director of the Mayerson Center for Safe and Healthy Children

Dr. Makoroff's research interests include abusive head trauma (shaken baby syndrome) prevention and the study of outcomes following abusive head trauma. She leads many other local research projects and is collaborating with other child abuse programs in multi-center research.

​

Kathi earned her Bachelor of Arts degree from the University of Pennsylvania and graduated with honors from the University of Pittsburgh School of Medicine. After completing a residency in pediatrics at Children's Hospital of Pittsburgh, she came to Cincinnati for training in child abuse including a research fellowship in Child Abuse Pediatrics. She received her Masters in Education from the University of Cincinnati in 2010.

Joan was responsible for screening cases brought by DCFS, hospitals and others, and filing Petitions as appropriate. Members of the State’s Attorneys Child Protection Division staff are responsible for prosecuting all Petitions as well as working with all other agencies involved in the cases, including multiple Child Welfare personnel, in order to best meet the needs of the children who rely on the assistance of Juvenile Court.

​

Ms. Pernecke has been a member of the Illinois Child Death Review Teams since 2003. This statutorily mandated organization of volunteer professionals working with child welfare are tasked with reviewing the deaths of children who have been or are involved with DCFS and determining what, if anything, may have prevented their death or the deaths of children in similar circumstances.

​

Dr. Brenham is a practicing Family Practitioner in Springfield, IL.. Careyana graduated from Southern Illinois University School of Medicine in 2000 and has been in practice for 17 years. She completed a residency at Southern Illinois University School of Medicine.

 

She currently practices at SIU Center for Family Medicine and is affiliated with Memorial Medical Center and St John's Hospital. Dr. Brenham is board certified in Family Medicine.

Allyson Cordoni, RN, APRN, SANE-A, SANE-P, is a Child Abuse Nurse Practitioner with The University of Illinois College of Medicine. She was formally employed as the Clinical Coordinator for the SART of Comal County in New Braunfels TX in addition to working in San Marcos and Austin providing forensic examinations for victims of abuse, prior to moving to Davenport Iowa.

Ms Cordoni has over 16 years of experience in the area of child abuse/neglect as well as adult sexual abuse examining thousands of children and adults. She was a member of the MEDCOM task force responsible for writing and implementing Sexual Assault policies for the US Army, medical SME to the Pacific SHARP, medical SAFME to the European command while stationed in Wiesbaden Germany, authoring the Shaken Baby bill for the State of Hawaii, presented at numerous International, National and local conferences, authoring several peer reviewed articles, participated in numerous MDT boards, and conducted trainings in the area of sexual assault throughout the world.

Johanna M. Hager, MA, LCPC, FAPA, DCFI, CCFIT, has over 29 years' experience in providing counseling & educational support for individuals and families related to coping with substance dependence, relationship issues, physical and sexual abuse, grief and loss, clinical depression and anxiety disorders, severe mental Illnesses, and team building efforts in the workplace in California, Texas, New Mexico, and Illinois.

Currently, she conducts forensic interviews of alleged victims of child sexual abuse, physical abuse, and serious neglect for Braveheart Children's Advocacy Center covering 5 counties in North-Central Illinois and provides Clinical Supervision to Mental Health Professional for Braveheart Children's Advocacy Center covering 5 counties in North-Central Illinois.
